THE HOLY YEAR.
Here-in we give in English an ex-
planation of the Holy Year, for
which we have been asked several
times; and for the benefit of the In-
dians, the translation of same in the
Sioux Language, is given on first
page of '-Eyanpaha."
Now that we are celebrating the
year ef jubilee every Catholic should
know what a jubilee is, and this is
not only for his own sake, but for
the sake of the many non-Catholics
who are sure to ask him for informa-
tion about such an unusual event,
says the Catholic Times of London.
A jubilee, otherwise called a jubi-
lee year or holy year, is in the Ca-
tholic church a time in which, in a
specially solemn manner, a plenary
indulgence is offered to the faithful.
Jubilees are of two sorts. There is
the ordinary jubilee, which occurs
every twenty-fifth year and lasts
twelve months, from Christmas to
Christmas, and which, when it is
comuletecl at Rome, is extended the
following year during the whole or
part of the twelve months, as the
case may be, to the whole Catholic
world. And there is the extraordi-
nary jubilee, which for special rea-
sons is offered by the Holy See and
lasts for a longer or shorter time,
availing for the whole church in spe-
cial countries, or even, it may be, in
special cities.
The origin of jubilees seems to be
lost in the obscurity of the past.
Some say they arose from a belief,
comino" down from ancient times 5
that every hundred years, at the be-
ginning of the new century, special-
ly great indulgences were to be ob-
tained by visiting the Holy City.
This opinion was current in Rome,
and so in 1300 not only many Ro-
mans, but many foreigners, crowded
the Church of St. Peter to gain these
spiritual favors. Pope Boniface
VII. examined the Papal archieves
for information on the point, but in
vain. However, the crowds increas-
ed and the Holy Father, by his apos-
tolic power, turned the, prevailing
opinion into an accomplished fact.
On Feb. 22 he solemnly promulgat-
ed in St. Peter's for that and every
following hundreth year the fullest
possible indulgence for all those,
who, after repentance for and con-
fession of their sins, visited the
churches of SS. Peter and Paul, if
they lived in Rome, thirty seperate
times, and fifteen times if they were
Pilgrims from outside the city. A
woundrous sight now showed itself.
From all parts of Europe pilgrims
thronged to Rome. The streets
could hardly contain the multitudes
moving hither and thither.
Pope Clement V., while at Avig-
non, received a legation from the
Romans and at their request short-
ened the jubilee period to every fif-
tieth year. In a Bull dated Jan. 27,
1349, he made this concession of
orace from the infinite merits of Je-
sus Christ, firstly, to gratify the Ro-
mans, who in their own name and
that of the whole church had request-
ed it, so that the faith, hope, piety
and charity of the Christian world
mifht be exalted; and secondly, in
memory of the Jewish jubilee every
fiftieth year, of the descent of the
Holy Ghost fifty days after our
Lord's resurrection, but especially
so that a greater numberof the faith-
ful might gain the blessings of the
jubilee. But he added one other
church to be visited by the pilgrims;
that of St. Joseph Lateran. And
now in spite of the pest which was
raging, of the extraordinary cold.

greater number of pilgrims arrived
in the Eternal City than on the oc-
casion of the previous jubilee. Rome
could not entertain the crowds, and
we read that Germans and Hun-
o-arians huddled too-ether in heaps
before huge fires and passed the
nights thus in the open air. The pil-
grims nobly, amid all their trials
and troubles, helped one another.
There was no conflict; but it is rcord-
ed that some brigands, who attempt-
ed to rob them, were set upon by na-
tives and strangers and killed. Vil-
la ni, brother of the above writer, cal-
culates the prilgrim throng at 1,000,
000. It lessened in summer, but
with autumn and winter assumed in-
credible proportions. Unfortunately,
several people were crushed to death
in the crowds, and some Romans,
forgetful of hospitality, sometimes
plundered them unmercifully. When
Cardinal Ceccano tried to curb the
avarice of these rascally Romans by
regulations he was set upon and ill-
used. Alas! the plague broke out
among the returning pilgrims, and
many never saw again the home
they had left! It is interesting to
learn that among the jubilee pil-
grims, in that year was St. Brigitta
of Sweden.
On April 14, 1387, Pope Urban
VI. reduced the reccurrence of the
jubilee to every thirty-third year.
One was held in 1390 and another
in 1423, but neither was attended
by any great concourse of pilgrims.
But when Nicholas V. held a jubilee
in 1450 immense crowds flocked to
Rome, and their pious offerings were
applied to ecclesiastical and educa-
tional purposes. Pope Paul II. sub-
sequently, in 1470, fixed the jubilee
for every twenty-fifth year,- an ar-
rangement which still holds good.
The jubilee in 1500 was largely at-
tended, and it is notable as being
the first occasion on which the Holy
door was opened and closed.
The jubilee under Clement VII.,
in 1600, was well attended, and so
impressed were many Protestants at
the piety of the pilgrims that they
abandoned their heresy and return-
ed to the church. Even several
Turks were converted and baptized
on this occasion. The Holy Father
and the cardinals devoted themselves
with unexampled zeal to the comfort
and interest of the pilgrims, wash-
ing their feet and eating for them
in every way. In 1800 no jubilee
was o-ranted. owing to the disturbed
state c>f Europe and to the fact that
the Pope had just died, his successor
not coming to Rome until the month
of July. In 1825, under Pope Leo
XII , there was a much smaller num-
ber of pilgrims to the Holy City.
but, on the other hand, immense
numbers of the faithful made every
effort to gain the indulgences grant-
ed to the whole Catholic world in the
year following the close of the jubi-
lee at Rome. The ceremonies of
this jubilee were witnessed by Car.
Wiseman, then a sub-deacon; and
the present Holy Father, Pope Leo
XIII., took part in them, he being
then a seminarist at the Jesuit col-
lege in Rome. During the long pon
tifficate of Pius IX., owing to poli-
tical troubles in Italy, no holy year
was proclaimed, but the jubilee in-
dulgences were granted to all who
performed the prescribed coditions.
LEO'S NINETIETH YEAR.
The Extraordinary Life and
Reign of the Great Pontiff.

His Holiness, Pope LeoXIIT. was
born in Carpineto, Italy, on March 2,
181 ? his father being Colonel Count
Ludovico Pecci, and his mother,
Anna Prosperi Busi. He was bap-
tized March 4, 1810, and his name
was Joachim Vincent Raphael Louis.
He had four brothers and two sisters..
His family on both sides were an-
cient and noble, and on his mother's
side he is related to Rienzi, the great
orator and agitator.
He and his brother, who was after-
ward a Cardinal, were educated at
the Jesuit College of Viterbo, where
he spent about five years. After-
ward he studied seven years at the
Roman College. He was noted
throughout his college course for his
application and talents, gaining ma-
ny prizes. Joachim Pecci was ad-
mitted in the College of Nobles in
1835. He had already received
minor orders the year previous. He
was made a sub-deacon and deacon
in Decemher, and on the last day of
the year 1837, was ordained a priest
by Cardinal Odescalchi.
By the advice of Cardinal Sala, his
protector and friend, the young priest
and prelate, Mgr. Pecci resolved to
devote himself to the service of the
church in the civil or diplomatic de-
partment and soon after he was ap-
pointed as delegate to the Province
of Benevento. This province was
the refuge of brigands and criminals
from the neighboring states and was
in a deplorable condition, but the
energy, wisdom and firmness of the
young delegate, as well as his fear-
lessness, defeated the brigands and
some of the nobles who were no bet-
ter, made the laws respected and
gave all protection to their persons
and property.

Pope Gregory praised the young
delegate for the reforms he had
carried out and the good results he
had obtained, and King Ferdinand of
Naples invited him to visit his court
and receive public proof of the royal
esteem. Mgr. Pecci spent three years
in Benevento, and was appointed de-
legate to Spoleto, but was changed
immediately to a more important ap-
pointment at Perugia. After eight-
een months lie was appointed Nuncio
to Brussels, and, on January 28, 1843
he was consecrated bishop, having
the title of Archbishop of Damietta.
The same fearlessness and sense
of justice which made him so suc-
cessful in Beiievento was displayed
as Nuncio at Brussels, and gave
strength to the Bishops and people
against the attempts of the govern-
ment, controlled and influenced by
the enimies of religion. He remain-
ed in Belgium three vears, and was
then appointed archbishop of Peru-
o-ia. The Cardinal Archbishop of
Mechlin expressed his eternal grati-
tude to him in a letter full of love
and praise, and King Leopold con-
ferred on him the grand corden of
the Order of Leopold and wrote a
letter full of praise and recomend-
ing Mgr. Pecci in the highest terms
to Pope Gregory XVI.
Mgr. Pecci did not return immedi-
ately to Italy, but made a tour of
Germany, Austria and England, ma-
king the acquaintance of Cardinal
Wiseman in London and being pre-
sented to Queen Victoria. He spent
three weeks in Paris and returned to
Rome to find Gregory XVI. dead
and the members of the Sacred Col-
lege assembled for the election of
his successor, who took the name of
Pius IX. Mgr. Pecci was created Car-
dinal in Petto on the 19th of Janua-
ry, 1846, but did not receive the
robe until December 19, 1853. Mgr.
Pecci's term of office was very
stormy, because he was brought face
to face with revolution in 1849 and
again in 1860. His whole carreer at
Perugia was that of a holy bishop,
full of zeal for the glory of God and
the salvation of souls. Many reforms
were made and many improvements
were carried out. He remained at
Perugia thirty-two years, and was
then appointed by Pious IX. as Ca-
merlengo on the 21st of September,
1877.
The duties of the Camerlengo are
to manage the property of the Church,
to keep watch over the doings of the
city magistrates, to provide for the
safety of the State, to keep up the
military forces of the Holy See, to be
ready for war and maintain peace,
to have special regard to finances,
which is the sinew of all public affairs.
He is appointed for life. On the 7th
of February 1878, Pius IX died and
the Camerlengo went, to verify the
death. Touching the forehead of
the dead Pope he called three times,
'•John! John! John!" then turning to
those present, made the formal an-
nouncement. The Pope is dead. 1 '
The fisherman's ring was removed
from the finger of Pius and given to
Cardinal Pecci, who then was in
control of every department in the
Church until the conclave on the
20th of February, when he was
chosen to be the Vicar of Christ on
earth and head of the Church He
chose the title of Leo XIII. because
he venerated the memory of Leo XI I.
The pontificate of Leo XIII is not
only one of the longest in the history
of the Papacy, but also one of the
most glorious. Of the 262 Pontiffs
who preceded Leo XIII. only seven
had occupied the Chair of Peter for
twenty-one years. They are: St. Pe-
ter (29-67) who reigned 38 years:
St. Leo the Great (440-461), 21
years; Adrian I, 771-795, 23 years:
Alexander III. 1159-1181, 22 years:
Pius VI. 1775- 1799, 24 years: Pius
VII. 1800-1823, 23 years, and Pius
IX. 1846-1877, 31 years.
During his reign His Holiness Leo
XIII. created 117 Cardinals and
established or re-organized the heirar-
chyof Scotland, Japan, the East In-
dies, Bosnia, Erzegovina and in E-
gypt for the Copts. Other notable
facts showing marvelous growth of
the Church during the past twenty-
two years are: The erection of 2
Patriachal sees, the creation of 13
Archiepiscopal sees, the raising of 17
Episcopal to Archiepiscopal sees, the
erection of 100 Episcopal sees, the
establishment of 2 Apostolic Dele-
gations 49 Vicariates Apostolic and
30 Prefectures Apostolic and the
making of 11 Vicariates Apostolic
from Prefectures already established.
At the close of the nineteenth cen-
tury the Catholic population of the
world is nearly 300,000,000. This
wonderful progress of the Catholic
Church.as everybody knows, has been
made in the face of the most insu-
perable difficulties. While every
"sect," creed and '-religion" has been
torn to pieces by intestinal wrangles
and divisions, the Church established
by Christ has been going quietly on
with her work and accoplishing the
most wonderful things in spite of the
oft-repeated assaults of the most
powerful enemies, and on the eve of
the twentieth century, as a Protest-
ant writer recently put it, "she is
still the most wonderful fact in the
world."

I know it takes mazaska to buy pa-
per and ink and pay help. I hope
the Indians are doing better toward
supporting the Eyanpaha. How are
you this winter, are you in good
health? I hope the dear Sisters are
well, are they all right?
Is the reservation going to be
thrown open? I saw in a paper the
White people had gotten up a peti-
tion to that effect, and that Senator
Hansbrough promised to present it to
Congress. I also saw an item from a
Fargo paper stating that the Stand-
ing Rock Indians did not want the
Santees sent there, there was no land
to spare. Whatever they do I hope
the Totten people will cling to their
homes. Is it not sad to see the poor
things treated as if they had no rights
at all? But, they will persist in do-
ing so many things they should not
do. Things that make them worth-
less in the eyes of the White peo-
ple. Things their good friends told
them would result evil to them, vet
they go on and do it.
How they listen to make believe
friends who would take every foot
of land from them and drive them
from their homes and the graves of
their loved ones. Alas! Alas!
When I think of the poor people
that have to suffer for the mistakes
of the foolish ones my heart bleeds
for them. Mr. Cramsie often told
them if they wanted to keep their land
they must go on in the right way.
At a council he said. '-If you take
up your Indian ways again in twen-
ty years some one standing on the
top of Sully's Hill will look over the
reservation but will look in vain for
the Indian as an Indian, for the
White man will have taken it from
you. Your reservation isthegarden
spot of N. Dakota, and the Whites,
are looking at it lii<e so many hun-
gry wolves at a sheep fold. But if
you go on as you are now and try to
do even a little better each year, that
man will see the Indian homes of
respectable self-supporting men, men
as respectable as their white neigh-
bor, remember my words, I may not
be alive then but what 1 tell you
is true." it is about eleven years
since then. The whites are trying
to get them away even sooner. 1
must not tire you with this, but i
feel you must care too.
